Abstract
The present study sets out to explore the ways in which the empowerment and safety of
LGBTIQA+ people in different areas of society have become key priorities in municipal
policies focused on inclusivity and equality. In the Netherlands, many municipalities have
responded to this by developing and implementing tailored ‘rainbow policies’ to meet with the
specific needs of their communities. This thesis examines the LGBTIQA+ policies of the
municipalities of Amsterdam, The Hague, and Utrecht, focusing on how these policies adhere
to the guidelines provided in Movisie’s Rainbow Guide.
Adopting a qualitative, intersectional framework, this research combines policy analysis with a
critical discourse analysis (CDA) to examine how municipalities promote an inclusive, safe,
and supportive environment for LGBTIQA+ individuals. By systematically analysing rainbow
policies, council letters, and other policy documents, this study evaluates the extent to which
municipalities integrate Movisie’s Rainbow Guide requirements. Using an intersectional lens,
it identifies commonalities, gaps, and power dynamics shaping policy formation and
representation.
The comparative analysis under scrutiny here highlights best practices and effective strategies
that align both with the objectives of Movisie and policy objectives of the municipalities. This
thesis advocates for policies that move beyond symbolic commitments to implement structural,
community-driven, and intersectionally informed approaches that address systemic barriers. By
exposing disparities and strengths across municipalities, it contributes to a broader discourse
on meaningful and actionable LGBTIQA+ inclusion in local governance.
