Abstract
This master thesis is written to investigate how the decision making processes for complex
policy decisions in the Dutch water policy are shaped and to find out how many attention in the
process goes out to the impact these decision have on cultural heritage.
During the empirical research a couple of common appearing dilemmas during decision
making processes were discovered. By acknowledging these dilemmas and by giving
recommendations for possible solutions there has been made an attempt to encourage explicit
follow‐up research.
This thesis shows how complex a decision making process is and were the strong and weak
spots are. It also shows that in the case study cultural heritage gets a very limited part in the process.
The conclusions and recommendations in this thesis are only the beginning. With this research as a
basis it becomes more clear where the possibilities of improvement are. To reach actual solutions
there should be more explicit follow‐up research based on the outcomes of this thesis.
