Enhancing Cross-border Collaboration in Combatting Child Sexual Abuse: A Study on Europol's Role and the Dynamics of Information Sharing among the European Union Member States

Abstract

This thesis explores how the European Union can enhance cross-border cooperation to combat child sexual abuse, with a specific focus on Europol's role in information sharing among EU member states. The research examines the legal frameworks, operational strategies, and investigative tools employed by Europol, while addressing challenges posed by data privacy, end-to-end encryption, and evolving technologies. The study aims to identify ways to improve coordination and information exchange among member states, highlighting Europol’s pivotal role in tackling online and offline child sexual exploitation. It also provides recommendations for strengthening legal frameworks, enhancing technological capabilities, and improving Europol’s collaboration with external agencies and third parties. Through an analysis of Europol’s investigative efforts and the balance between law enforcement needs and data protection, the thesis offers insights into overcoming the obstacles that hinder effective international cooperation in addressing child sexual abuse​.
